Application requirements
- Complete application forms JKR/P-01/2016, JKR/P-02/2016, JKR/P-03/2016, JKR/P-04/2016, and JKR/P-05/2016.
- Submit a deposit payment via bank draft to the State Treasurer, Negeri Sembilan.
- Provide five sets of site plans certified by a Civil Engineer.
- Submit two sets of utility plans certified by a Licensed Surveyor.
- Provide one set of photographs of the involved roads.
- Submit a work procedure description certified by a Civil Engineer.
- Provide a cross-section diagram of the excavation work certified by a Civil Engineer.
- Submit a minimum 6-month valid Contractor All Risk (CAR) insurance.
- Provide approval letters/plans from relevant agencies.
- Ensure utilities crossing major drains, culverts, or rivers are separately installed.
- Complete mill and pave work after excavation is finished.
- Ensure all excavations are at least 3 meters from the edge of the paved road.
- Obtain approval from JKR District for any road closures.
- Obtain approval from the relevant local authority for any tree cutting if necessary.

Installation Method Rates:
1. Horizontal Directional Drilling (HDD)
i) Road (Carriageway Width) - Across Road: RM1,000.00/meter
ii) Along Road Shoulder: RM0/meter
iii) Pit: RM8,000.00/pit
2. Micro Tunneling / Pipe Jacking / Thrust Boring
i) Road (Carriageway Width) - Across Road: RM1,800.00/meter
ii) Along Road Shoulder: RM0/meter
iii) Pit: RM12,000.00/pit
3. Utility Diameter Measurement
i) Utility Diameter < 500mm Excavation on Road Shoulder (Unpaved Area): RM200.00/meter
ii) Utility Diameter > 500mm Excavation on Road Shoulder (Unpaved Area): RM330.00/meter
4. Exposed Pipe Support - allowed only in slope areas: RM330.00/meter
5. Pole Installation: RM500.00/each
6. Site Cleaning: RM5000.00/Batch
7. Traffic Control Plan (TMP): RM1,700.00/Day/Location
