- Registered with the Companies Commission of Malaysia (SSM)
- Minimum paid-up capital of RM200,000
- Applicant must have a valid Domestic Tourism Business Licence approved by the Tourism Commission under the Tourism Industry Act 1992
- Application form must include proof of service requirements, vehicle storage facilities, and capital capability to purchase vehicles.

Agency fee breakdown
1. Processing fee: RM20 for each licence applied.
2. Licence printing fee: RM50 for each approved licence.
3. Renewal processing fee: RM20 for each permit applied.
