Overview
The Domestic Shipping License (DSL) is an online application system for ships carrying goods and passengers in Malaysian waters and the Exclusive Economic Zone (EEZ). It is required for Malaysian-registered vessels and ensures compliance with local regulations.

Eligible applicants
Companies, individuals who are Malaysian citizens
Application requirements
- Company registration: Applications can be made by companies incorporated in Malaysia and individuals who are Malaysian citizens (for Malaysian ship owners only).
- The applicant company must have at least 51% shareholding and management by Malaysian citizens.
- Documents for company registration:
a) Company Constitution (Memorandum and Article of Association)
b) Form 24 under the Companies Act 1965, certified
c) Form 49 under the Companies Act 1965, certified
- Individuals: copy of identity card.
- Documents for DSL application:
a) Ship Registration Certificate
b) List of crew certified by the Marine Department
c) Passenger Certificate (for passenger vessels only)

DOMESTIC SHIPPING LICENSE FEE
Malaysian Registered Ships:
RM50 per year for ships weighing 15 Nett Registered Tonnage (NRT) up to 50 NRT and RM0.10 for each additional ton after 50 NRT.
License Type Criteria:
Unconditional (license period of 2 years)
Issued to Malaysian ships meeting all the following criteria:
1. Bumiputra participation;
a) Management – minimum 30%
Equity – minimum 30%
b) Office staff employment – minimum 30%
2. Employment of Malaysian citizens – minimum 75%; and
3. Ship age less than 10 years.
Unconditional (license period of 1 year)
Issued to Malaysian ships meeting all the following criteria:
1. Bumiputra participation;
a) Management – minimum 30%
Equity – minimum 30%
b) Office staff employment – minimum 30%
2. Employment of Malaysian citizens – minimum 75%; and
3. Ship age over 10 years and less than 19 years.
Conditional (license period of 1 year):
1. Issued to Malaysian ships not meeting any one of the criteria for Unconditional license; or
2. Ships meeting all criteria for Unconditional license but aged over 20 years.
Conditional (license period of 6 months):
Issued to Malaysian ships not meeting the minimum rating requirement of at least one rating.
