- Company registration: Applications can be made by companies incorporated in Malaysia and individuals with Malaysian citizenship (for Malaysian vessel owners only). - The applicant company must have at least 51% shareholding and management by Malaysian citizens. - Documents for company registration: a) Company Constitution (Memorandum and Article of Association) b) Form 24 under the Companies Act 1965, certified c) Form 49 under the Companies Act 1965, certified - Individual: copy of identity card - Documents for DSL application: a) Vessel Registration Certificate b) Copy of contract documents, copy of lease/ownership agreement, and appointment letter c) Copy of application to MASA for obtaining a Malaysian vessel d) Copy of letter from MASA confirming the absence of Malaysian vessels. e) International Tonnage Certificate f) Related permits or approvals

Domestic Shipping License Fees Foreign Registered Vessels: RM200 for vessels weighing 15 Nett Registered Tonnage (NRT) up to 50 NRT and RM0.40 for each additional ton after 50 NRT. License Type Criteria Temporary: (Foreign vessels – license period is a maximum of 3 months only) Issued to foreign vessels with specific work in Malaysian waters confirmed by the Malaysian Shipowners Association that no Malaysian vessel is suitable to perform the work.
