The Private Employment Agency Licence regulates the activities of private employment agencies and protects job seekers both domestically and internationally. It is intended for companies wishing to recruit and place workers with employers.

Eligible applicants
Companies with majority Malaysian ownership
Application requirements
- Private Limited Company or Public Company incorporated in Malaysia under the Companies Act;
- Company name must begin with the words 'Employment Agency...';
- Paid-up capital must be at least RM50,000.00;
- For applications not using 'Employment Agency...' at the start of the company name, paid-up capital must be at least RM500,000.00;
- Each director and/or shareholder must have a good conduct record and not be bankrupt;
- Each director and/or shareholder must be at least 21 years old at the time of application;
- The majority of shares in the company must be held by Malaysian citizens.
