The Driving Institute Permit (PIM) is issued to companies or driving institutes established to teach students how to drive motor vehicles. This licence is necessary for any entity wishing to operate a driving school in Malaysia.

Application requirements
- Proposal paper for establishing a new driving institute with justification including: a) Form SM1A available at JPJ State (new driving institute establishment form);
- Correspondence address and contact phone number;
- Proposed location of training and testing circuit;
- Coordinates of the site;
- District applied for operation;
- Population (total) of the district from the Department of Statistics Malaysia (including age demographics);
- Purpose/reasons for submitting the application.
- The applicant must be a private limited company or public company owned by Malaysian citizens and incorporated under the Companies Act 1965, with a paid-up capital of at least RM100,000.00 as evidenced by Form 24, Companies Act 1965.
- Must have a working capital of at least RM500,000.00 evidenced by bank statements of fixed/current accounts of the company/shareholders (minimum of three (3) recent months).
- Land site of at least five (5) acres owned either through lease (minimum of ten (10) years), tenancy, or purchase with copies of agreements, approvals, or permissions from the landowner duly certified (stamped), or certified land grants. Site plans and land ownership records must be included with these documents.
- Conditions for land use and construction of any buildings on the land must be approved by the District Land Administrator/Local Authority/related Authorities for the purpose of developing the driving institute and necessary facilities.
- Memorandum of Association (MOA) stating activities related to training or business relevant to the application submitted by the applicant.
- Company Registration/ Incorporation documents under the Companies Act 1965 evidenced by: a) Form 9 (Certificate of Incorporation) or Form 13 (Certificate of Incorporation of Change of Company Name); b) Form 24 (Share Division); c) Form 44 (Business Address Registration); d) Form 49 (List of Directors).
- Letter of consent to merge from all existing and active driving school permit holders stating their agreement to merge to establish the driving institute and will surrender their driving school permits if the company is approved to operate as a driving institute. In such cases, applications to open a Candidate Registration Office (PPC) may be considered by the Driving Institute Licensing Committee (JKPIM). Any application submitting this document as evidence will be given priority.
Agency fee breakdown
NEW APPLICATION:
a) Application form SM1A (free);
b) First-time approval - RM20.00 for two (2) years;
c) Approval after the first two (2) years is subject to the approval of the Driving Institute Licensing Committee (JKPIM).
RENEWAL APPLICATION:
a) Form SM1B (free);
b) Annual renewal permit - RM10.00/year.
