Overview
The Domestic Shipping License (DSL) is an online system for applying for a license to operate domestic shipping in Malaysia. It is required for vessels transporting goods and passengers within Malaysian waters and the Exclusive Economic Zone (EEZ).

Eligible applicants
Companies, individuals who are Malaysian citizens
Application requirements
- Company registration: Applications can be made by companies incorporated in Malaysia or individuals who are Malaysian citizens (for Malaysian vessel owners only).
- The applicant company must have at least 51% shareholding and management by Malaysian citizens.
- Documents for company registration:
a) Company Constitution (Memorandum and Article of Association)
b) Form 24 under the Companies Act 1965, certified
c) Form 49 under the Companies Act 1965, certified
- For individuals: copy of identity card.
- Documents for DSL application:
a) Vessel Registration Certificate
b) Passenger Certificate (for passenger vessels only)
Agency fee breakdown
FEE DOMESTIC SHIPPING LICENSE
Malaysian Registered Vessels:
RM 50 per year or part thereof for vessels weighing 15 Nett Registered Tonnage (NRT) up to 50 NRT and RM 0.10 for each additional ton after 50 NRT.
Type of License Criteria
Provisional:
(Issued to vessels with Provisional Registration Certificate - license valid until the expiry date of the Provisional Registration Certificate)
